This post covers the finance and agenda prep meeting on July 7th, 2026.
Finance Prep - 5:30pm
Item 1 : Resolution to sign an Economic Development agreement with TR LLC (Boen Kemp) for reimbursement of site development. Recommends passing. This is the item that was discussed at last months meeting but since we were 2 council members short the vote was delayed until July Council meeting.
Item 2: Appropriation of pass thru funds to be used to cover a COA application fee and other costs of notification and not put that on the applicant to cover.
Item 3: Reimbursement for Arkansas Valley Alliance for Economic Development for Second Quarter 2026 in the amount of $49,424.98
Item 4: Reimbursement for Girls and Boys Club Second Quarter 2026 in the amount of $16,389.10
Agenda Prep - 6:23pm
Public Works Report
South Detroit sidewalks finished. Still waiting on rapid flashing beacons.
Prairie Creek project still ongoing, started installing bridge components on Parkway. After they are done with the arches they'll start on the retaining walls. Still hoping to be done before school starts.
Crosswalk in front of court house is not finished, due to the team running out of time before the holiday weekend. Will be completed.
Parking spots on Main between Boulder and Commerce are angled differently so big trucks will be able to fit in the spots better.
Old Business
Item 1: Ordinance to rezone certain property from C-1 to C-2 located at 120 E Main St. Recommended denial by planning commission.
Item 2: Ordinance to enter interlocal agreement with Pope County to split operation expenses one-half each for operation of the Recycling Facility at 1801 South Knoxville Ave. Third and final reading.
New Business
Item 1: Ordinance amending the current Russellville Historic District Commission code adopted by Ordinance NO. 2460. Recommends passing.
Item 2: Ordinance to rezone R-1 to C-2 located at 2304 SR-124, Samu General Market. Recommends passing.
Item 3: Discussion and proposal of Data Center zoning committee. This is to discuss putting some proactive guidelines in place for any future development of Data Centers, there is no Data Center currently planning to come to Russellville. Only current regulation in place for data centers is excessive noise. More protection may be warranted. Will form an ad hoc committee to better prepare Russellville for the possibility of a data center.
