Finance meeting at 5:30
Item 1: Appropriation of $1,860 to fund the remaining cost of the 20' trailer for Parks & Rec.
Item 2: Appropriation of $7,031.90 to fund the Shiloh Park Restroom Wastewater System Design.
Item 3: Resolution to authorize city to apply for and accept two grants for the Russellville airport to replace the existing Papi System and conduct a flight check.
Item 4: Appropriation of $263,120 to fund the purchase of replacement Airport PAPI (precision approach path indicator) lights.
Grants cover $215,000
City covers $48,120
Item 5: Appropriation of $83,790 to fund the ladder truck 2 refurbishment change orders and equipment.
Item 6: Ordinance approving private club permit for Morelos Mexican Grill Club.
Item 7: Ordinance approving private club permit for Heartland Pizza, LLC (Pizza Hut).

Finance Meeting during Council
Item 1: Resolution to authorize city to sign economic development agreement with TR LLC for reimbursement of site development.
Item 2: Appropriation of $500 to create a pass thru for the Historic District Commission's implementation of a Certificate of Appropriateness application fee and associated costs of notifications.
Item 3: Reimbursement request for $49,424.98 from Arkansas Valley Alliance for Economic Development for 2nd Qtr of 2026.
Item 4: Reimbursement request for $16,389.10 from Boys & Girls Club of Arkansas River Valley for 2nd Qtr of 2026.
Old Business
Item 1: Ordinance rezoning property at 120 E Main St. from C-1 to C-2.
Planning department recommends denial. 2 of 3 readings.
Item 2: Ordinance authorizing city to sign interlocal agreement with Pope County to split operation expenses 1/2 each for the recycling facility at 1801 S Knoxville Ave. 3 of 3 readings.
New Business
Item 1: Ordinance amending the current Russellville Historic District Commission code.
Item 2: Ordinance for rezoning property located at 2304 SR-124 from R-1 to C-2.
Item 3: Ordinance imposing temporary moratorium on data centers within city limits and to establish a temporary committee to regulate them.
