This post covers the finance and agenda prep meeting on June 16, 2026.
Finance Prep - 5:30pm
Item 1 : Appropriation of $28,692.35 to replace security cameras at City Hall and the Police Department.
Recommends passing. This is to replace cameras as they near end of life. Cameras are having connectivity issues.
Item 2: Resolution to accept lowest bid for 2026 stripping contract.
Recommends passing. Will be reflective stripping in various areas that are fading.
Item 3 + 3a: Resolution to accept a grant award of $250,000 from Arkansas Historic Preservation Program to complete work at City Hall. This would repoint, seal areas, and replace deteriorated doors at City Hall.
Recommends passing. This is a city match of $125,000.
Item 4: Resolution to amend agreement between ATU and City of Russellville to widen Reasoner Lane.
Recommends passing. Widening will happen within a month of passing. There is nearly 1 wreck a week in that area.
Item 5: Resolution to create a preservation plan for the City of Russellville.
Recommends passing. This is a guidance for preservation of the city. Fully funded by grant.
Item 6: Resolution to accept bid from Bowden Specialties for the N Arkansas Ave and reasoner Ave signal project and pedestrian improvements.
Recommends passing.
Item 7: Consideration to accept bid from Curb Time Solutions for the construction project for Schoolhouse Trail - Muskogee Ave.
Recommends passing. Off of 12th Street in the Sequoyah area.
Item 8: Resolution to sign a one year extension to the lease agreement with City Corporation for the operation of the City of Russellville water and sewer systems.
Tabled.

Public Works Report
Knoxville and Main traffic signal is complete.
South Detroit sidewalk from B St to fourth street is in.
Prairie Creek project still ongoing, on schedule, aiming to have Parkway open before school starts back.
Finance Committee
Item 1: Ordinance approving a private club permit for Los Munchies Social Club. Will be second and final reading.
Item 2: Ordinance to sign interlocal agreement with Pope County to split operation expenses by 1/2 for the operation of City Recycling Facility. Will be second of three readings.
Item 3: Resolution to sign an Economic Development agreement with Texas Roadhouse for reimbursement of site development. Tabled from May council meeting. Will have representatives present for meeting.
Old Business
Item 1: Ordinance accepting dedication of right of ways and easements to the city in the plat of Damascus Road addition. Third and final reading.
Item 2: Ordinance amending current city zoning code. Third and final reading.
New Business
Item 1: Public Hearing
Item 1a: Ordinance for the vacation of public utility easement at 3100 East Main Street. Inside Conagra footprint, requesting to be read one of two times.
Item 2: Ordinance to rezone certain property from C-1 to C-2 located at 120 E Main St. Recommended denial by planning commission. Wants to sell mini excavators in Downtown Russellville, would not be in line with current guidelines.
Item 3: Discussion and proposal of Data Center zoning committee. This was to discuss putting some proactive guidelines in place for any future development of Data Centers, there is no Data Center currently planning to come to Russellville. Only current regulation in place for data centers is excessive noise. More protection may be warranted. Will form an ad hoc committee to better prepare Russellville for the possibility of a data center.
Item 4: Discussion and review of Premium Protein Products. This was to discuss any repercussions that could be placed against Premium Protein Products to minimize and eliminate the smell that comes from the plant. (If you ever need to complain about the smell outside please fill out this form)
Item 5: Discussion regarding downtown parking issue with merchants presenting proposed plan. Merchants proposed a two-hour parking limit on certain areas downtown. Mixed in with 15-minute loading zones and all-day parking. Parking downtown needs to be managed better as we continue to grow so we have a plan in place.
Item 6: Discussion regarding current enforcement capabilities for motorhome issue in neighborhood. There was previously a zoning issue that had a 7 day limit on parking a motorhome in the yard, someone could potentially park it for 7 days, move for 1, then put it back for another 7 days - keeping it there a majority of the time. The zoning guidelines will be changed to 7 days within a month so that cannot happen.
